Volney Rogers (1846-1919) played a central role in establishing Mill Creek Park as Ohio's first park district in 1891.The Youngstown Chamber of Commerce raised funds and commissioned a 10'; (3.05 m) tall bronze statue in his likeness. Rogers was a Youngstown attorney who worked to pass the Township Parks Improvement Act of 1891 and also led the campaign to establish the Youngstown Park District. He devoted much of his life to the park, serving as an unpaid board of parks commissioner and handling legal matters for 28 years. Mill Creek Park now covers 2,530 acres and includes 21 miles of scenic drives and 15 miles of foot trails, and a rare collection of gardens, streams, lakes, woodlands, meadows, and wildlife. In 2000, Rogers was inducted into the Ohio Natural Resources Hall of Fame.
